Kane County Division of Transportation (KDOT) is seeking applications for a Construction Manager – Civil Engineer II/III. This position assists Chief of Construction and Assistant Chief of Construction in all aspects of project management and administration, and ensuring that Division’s capital improvement projects are constructed according to plan, specifications and estimates in a safe and timely manner. This position manages multiple consultant construction management contracts and assumes the Resident Engineer position for projects for the Division as directed. This position assists with design, execution and management of all Township paving programs, coordinates with other Division of Transportation sections to ensure proper project and program tracking, performs archiving and coordination and acts as Division field liaison to residents, business owners, elected officials, and other government agencies during implementation of capital and permit projects. This position functions as the Division’s Materials Testing and Inspection Officer, remains current on material requirements and BMPs and is liaison between contractors, County, testing agencies, IDOT, and other agencies..
The preferred candidate must have the ability to effectively manage time and workload as well as deal with the public in a professional manner – and answer and communicate effectively about construction projects. The job also requires significant time in the field performing construction management and review as described above. Weekend and night work during peak construction times may be required depending on the projects assigned. The job requires extensive use of computers and programs such as Microsoft Outlook, Word, and Excel.

• Bachelor of Science Degree in Civil Engineering. The possession of an Engineer-in-Training (EIT) license issued by the State of Illinois is required for a Civil Engineer Level II.
• Possession of a Professional Engineer (PE) license issued from the State of Illinois is required for Civil Engineer Levels III and IV.
• Minimum 3 years of experience in highway design, safety, and traffic management preferred.

This position evaluates and comments on development activities and highway permit submittals, develops and reviews traffic studies, and performs other highway permitting and related traffic duties as assigned. The employee must successfully coordinate permit improvement projects with various permittees, townships, municipalities, and the State of Illinois (IDOT) to provide for the safe and efficient travel of the motoring public. The position provides recommendations in regards to development reviews, access design, traffic reviews, and other highway safety and efficiency concerns to the Chief of Permitting.
The preferred candidate must have the ability to deal with the public in a professional manner – and answer and communicate effectively about highway design and traffic concerns. The position requires knowledge of highway signage and the ability to read and understand professional Civil Engineering drawings. The preferred candidate must have knowledge of and experience working with the Manual of Uniform Traffic Control Devices. The job requires extensive use of computers and programs such as Microsoft Outlook, Word, Excel, BlueBeam, PowerPoint, HCS, and other traffic modeling software.

This position is the first point of contact and is responsible for front-line customer service for the Permitting Section activities. The Permit and Administrative Technician will provide administrative and staff support duties of the Permitting Section and permit projects, the issuance of Oversized/Overweight Moving Permits, Special Events permits, Water Draw permits, and other permits as assigned. The Permit and Administrative Technician is responsible for section communications, public coordination, billings, mailings, assisting applicants with permit questions, and other permit office operations.
The job requires the use of computers and working knowledge and experience with Microsoft Word, Excel, Windows, Outlook, Bluebeam, GIS programs, Oxcart (OS/OW) permitting program, and Accela permitting program. Familiarity with the use of multiple machines, scanners, printers, etc is required. Excellent oral and written communication skills are required for communicating with public officials, consultants, developers, contractors, and the general public. Map reading skills are necessary for Oversize/Overweight permits. Excellent organizational skills are needed as well as the ability to manage several tasks at the same time under time limitations.

The position functions as a project manager for the administration, design, and management of multiple engineering projects, contracts, and consultants. This individual reports directly to the Chief of Design and will implement engineering projects and take necessary steps to ensure that the project progresses and is completed on schedule and within budget. The employee will successfully coordinate the planning, design, and execution of capital improvement projects with various municipalities and the State of Illinois (IDOT).
Additionally, this position will provide engineering and management assistance for the design, construction, permitting and land acquisition departments of KDOT, will supervise, coordinate, review and evaluate all phases of engineering, provide technical direction to consultants and other staff on design requirements, and will coordinate and execute requests for traffic and speed studies. Other tasks include providing technical guidance to ensure all department designs comply with county ordinances and developing project specifications. This position assists the Chief of Design in managing design contracts for the execution of capital projects and also assists the Chief of Construction in the management and/or coordination of any construction or construction management contract including in-field management and testing.
Some duties and responsibilities may occur outside of regular work hours. | 2 | | | | | Kane County Division of Transportation is conducting a search for a Regional Planning Liaison/County Bicycle and Pedestrian Coordinator. The Planning Liaison is responsible for regional transportation planning and programming activities related to highway, transit, and bicycle/pedestrian facilities and projects. This position staffs the Kane Kendall Council of Mayors (KKCOM) and provides technical assistance in obtaining and administering federal and state transportation funds through research, report preparation, and agency coordination efforts. Work includes the implementation of the Kane County Division of Transportation’s long-range transportation planning activities and other regional transportation projects, studies, and programs. The position is located in the Kane County Division of Transportation and reports to the Chief of Planning and Programming.
The Liaison serves as a communication link between the Chicago Metropolitan Agency for Planning (CMAP), and local governments via the Council of Mayors. The Liaison is responsible for managing the Council of Mayors Surface Transportation Program (STP), maintaining accurate programming of all Council projects in the region’s Transportation Improvement Program, and regular coordination with local agencies, the Illinois Department of Transportation (IDOT), and the Chicago Metropolitan Agency for Planning (CMAP). Regional travel and occasional night meetings are required.
The Liaison also serves as the Kane County Bicycle and Pedestrian Coordinator, serving as staff to the Council of Mayors Bicycle and Pedestrian Committee. This position serves as a regional advocate for bicycle and pedestrian planning in Kane and Kendall Counties and provides bicycle/pedestrian technical assistance to local agencies. The Bicycle and Pedestrian Coordinator is responsible for the monitoring, updating, and publication of the county’s bicycle map. Other related responsibilities include reviewing construction documents, plans, and specifications for compliance with the Americans with Disabilities Act (ADA) and Complete Streets policies. Maintaining the ADA inventory and providing annual updates. The position requires reading and interpreting maps, manipulating and analyzing digital land data, and creating maps and analytical reports using geographical information systems (GIS).
The candidate should meet the following job requirements to be considered for this position:
• Bachelor’s Degree in Urban Planning, Public Administration, Geographical Information Systems, Civil Engineering, or a related field. A Master’s Degree is preferred.
• Two years of experience with transportation planning or in a related field, or a combination of experience and a Master’s Degree may be considered.
• Experience with Adobe Illustrator and InDesign desired.
• Experience and familiarity with GIS is required.
• Candidate should possess excellent writing and public presentation skills, map interpretation, and analytical and computer skills.
